Recap - Draft Interim Strategic Vision (Phase 1)

After many dedicated hours and commitment of staff and committee members, phase 
one of the strategic vision project came to a close in December.  A recap of phase
one events is as follows:


* Nov. 10:  The executive committee unanimously voted to share the draft interim
 strategic vision document with the public and other agencies to initiate public
 conversation and receive feedback.
* Nov. 22:  The executive committee released the draft interim strategic vision 
for public review.  The document included the current missions and visions for DFG
and F&GC, as  well as potential core values, underlying principles, goals,  objectives,
and example actions for achieving the goals and  objectives.  The draft interim 
strategic vision document can be viewed on the project website.
* Dec. 5-8:  Public meetings were held in four regional  locations (San Diego, Ontario,
Fresno and Redding). Participants could  review project information and the draft
interim strategic vision  document, speak one-on-one with staff and BRCC/SAG members
in  attendance, and participate in round-table discussions.  A summary  report of
each public meeting can be viewed on the project website.
* Nov. 23 - Dec. 16:  The review period was open to receive public comments related
to the draft interim strategic vision document.  Participants could provide comments
by completing an online comment form located on the project website, submitting 
comments via the project e-mail address, sending written correspondence via US mail,
or writing and submitting comments at one of the four public meetings.  A summary
report of public comments received can be viewed on the project website.
* Nov. - Dec. 2011:  A barriers to implementation assessment was conducted to examine
past reports and the degree to which past recommendations were implemented by the
DFG and F&GC.  Interviews were conducted with 18 key former and current state officials,
and a supplementary online survey was completed by 22 individuals.  An initial summary
of common themes in the barriers to implementation assessment can be viewed on the
project website.
* Nov. - Dec. 2011:  DFG employees were invited to participate in an intranet survey
that addressed the strategic vision process.   A summary of the survey comments 
can be requested by sending an e-mail to Angela Donlan at asdonlan at dfg.ca.gov.
* Dec. 2011:  BRCC and SAG members were invited  to participate in an online survey
that addressed key elements of the draft interim strategic vision document.  A total
of 25 BRCC and SAG members responded to the survey.  A summary of the survey and
 comments received can be viewed on the project website.

Recent Meeting Highlights

Joint BRCC/SAG Meeting

The BRCC and SAG met jointly on Jan. 5 in Sacramento, and via teleconference and
 WebEx, to review input received on the draft strategic vision and discuss project
priorities for the coming weeks.  (Melissa to provide meeting highlights...)

Next Steps - Interim Strategic Vision (Phase 2)

As the CFWSV Project moves into the next phase, BRCC and SAG  members will be asked
to confirm the recommended elements of a strategic  vision and will discuss specific
actions that can be recommended to the  CFWSV Executive Committee for potential 
inclusion in the interim  strategic vision in February.

Based on BRCC and SAG discussions on the CFWSV Draft Interim Strategic Vision, public
comments, DFG employee comments, and initial responses form the BRCC and SAG online
survey, staff is proposing the need for discussion topics to potentially develop
 recommendations in five areas:

1. Governance (builds on the work of the SAG Governance and Mission Working Group)
2. Compliance (builds on the work of the SAG Natural Resources Stewardship Working
Group)
3. Statutes and Regulations (builds on the work of the SAG Regulatory and Permitting
Working Group)
4. Science (builds on the work of the SAG Science Working Group)
5. Funding (builds on the work of the Phase 1 Sustainable Financing Working Group
The CFWSV Project  will hold a series of public meetings the weeks of Jan. 9 and
 Jan. 16, 2012.  The BRCC and SAG will meet jointly to discuss specific topics related
to potential  recommendations for a strategic vision.  During the Jan. 10-12 and
 Jan. 17-19, members of the SAG will discuss a set of topics with guidance from 
 BRCC members; these meetings are not expected to have a quorum of BRCC  or SAG 
members.
Meetings for the third phase of the project will begin in March, but have not yet
been scheduled.  Planning for the March through June phase will begin in January.
